Your Water and Wastewater Rates

Water-service rates are based on the real costs of treating and delivering water to customers, and are regulated by state public utilities commissions (PUCs). In Iowa, our state regulatory agency is the Iowa Utilities Commission (IUC) in Des Moines, IA.

To change its rates, Iowa American Water files an application with the IUC supported by studies and testimony demonstrating its cost of providing service, including the cost of construction, maintenance, operation, administration, taxes, and financing. The Company's submission is subject to rigorous review by the IUC staff and the Iowa Office of Attorney General, Division of Consumer Counsel, who then file their own testimony and analyses. After considering all of the evidence, the IUC sets the Company's rates.

Rates charged for service may vary based on a customer’s meter size. All customers pay the same rate for water usage. Customers are billed based on a regular meter reading, either monthly or quarterly for residential customers as well as for commercial and other public authority customers.

Rates can vary based on the cost of providing service in each of the communities we serve. Before it reaches your home or business, water is treated through an intricate treating and testing process to help ensure it meets or surpasses rigorous drinking water quality standards.

May 21, 2025: Iowa Utilities Commission Issues Final Decision and Order on Rate Request

On May 21, 2025, the Iowa Utilities Commission (IUC) issued a Final Decision and Order in Iowa American Water’s rate review for its water and wastewater operations.
The company filed its rate review with the IUC on May 1, 2024. It has been almost four years since the company’s rates last increased.

The increased rates reflect approximately $157 million in infrastructure investments since its last filing to improve and replace water infrastructure in Clinton and the Iowa Quad Cities to continue to provide high-quality, reliable, and affordable water service. Investments include replacement of aging water pipelines and upgrading of treatment plants, storage tanks, wells, and pumping stations.

The Company’s interim rates for water customers other than Donahue water customers became effective May 11, 2024.  New rates were approved on July 15, 2025, by the Iowa Utilities Commission and are effective on August 1, 2025, and are reflected on the Company’s tariff sheets.

The IUC’s Final Order recognized that an over-collection occurred with the interim rates. As a result, Iowa American Water is issuing a one-time credit with interest to impacted customers during their next billing cycle. The credits will appear as line items “Rate Refund” and “Interest on Rate Refund” on customer bills who were charged interim rates. Iowa American Water offers customer payment installment plans and budget billing options on the MyWater customer portal at iowaamwater.com. More information on these programs can be found on the company’s website, under Customer Service & Billing, Customer Assistance Programs.
