New Jersey American Water completed the acquisition of Shrewsbury Township’s water system that serves the Alfred Vail Mutual Association. We have been providing high-quality, reliable water service to our customers for more than a century, and we’re committed to delivering that same standard of excellence to you. In fact, we already serve approximately 2,000 customers in Shrewsbury.

As our valued customer, we wanted to share with you some information about the services we provide, as well as some changes that will be taking place over time.
About your rates.
As part of the sale agreement approved by the New Jersey Board of Public Utilities (BPU), you will be transitioned to our rates (Rate Schedule A-1 – statewide general metered service). The rates are as follows:
- Fixed Monthly Water Service Charge (based on meter size): For the typical residential customer with a 5/8” meter, the charge would be $22.65 per month.
- Volumetric Water Usage Charge: $0.88724 per 100 gallons
- All other fees in accordance with New Jersey American Water’s tariff approved by the BPU.

How the billing transition will work.
We will continue to bill you monthly for water service however your bill will be sent separately from New Jersey American Water and will not be included with the association bill. Here’s how the billing transition will work: New Jersey American Water will begin billing you for water service in March 2025, depending on when your meter is read. The first bill will be prorated and cover water service charges from March 11 through New Jersey American Water’s first meter read date. You will be billed monthly thereafter.
Please note: Shrewsbury Township or Alfred Vail Mutual Association cannot accept payments on our behalf. - Regular investment in our water and wastewater systems. We regularly evaluate our systems and facilities, prioritize projects and then make necessary capital investments to help improve service. Statewide, we invested more than $500 million annually to improve the water and wastewater treatment and pipeline systems. Locally, we plan to make several important investments in the first few years of ownership to improve the quality and reliability of water service, including identifying and replacing lead and galvanized steel service lines at no additional direct cost to customers; replacing all water mains during the first two years of ownership; replacing all meters and taking ownership for all service laterals from the water main to the meter, removing this responsibility and risk from homeowners.

- Emergency notification system. We use a notification system to quickly alert customers via phone, text and email when emergencies occur. - Paperless Billing and Auto Pay. Enroll in Paperless Billing, and we’ll notify you by email when your bill is available to view online. Take it one step further and sign up for our recurring Auto Pay. With Auto Pay, your bill will be paid on time, every time, automatically on the due date. No stamps required. You can choose to have your monthly bill automatically applied to your credit card or deducted directly from your checking or savings account. It’s easy to enroll online using our self-service tool MyWater at amwater.com/mywater. All you need is your account number, which you will receive with your first bill.
- Commitment to our customers and the environment. We promote wise water use, support environmental programs and offer water experts to speak to your school, civic and neighborhood groups.
- A helping hand for customers in need. Through our H2O Help to Others Program™, we offer financial assistance to help customers who qualify pay their water bill. Will future rate changes have to undergo regulatory or governmental approvals?
Yes. New Jersey American Water is a regulated utility subject to governmental review and approval of any changes in rates. Water and wastewater rates are regulated by the New Jersey Board of Public Utilities (NJBPU). The process for any future changes in rates will be open, transparent and comply with all regulations. If I have a past due amount with Shrewsbury Township, who do I pay that to?
- Shrewsbury Township association water bill: Any past due amounts for water service that was billed by the association should be paid to the association. The address is: Alfred Vail Mutual Association, 711 Sycamore Ave., Red Bank NJ 07701-4921.
- New Jersey American Water water bills: Any past due balance for New Jersey American Water’s water service should be mailed to us or can be paid online via MyWater. Shrewsbury Township/Alfred Vail Mutual Association cannot accept payments on behalf of New Jersey American Water.
Why is my bill higher than usual?

I’m on a fixed income. Do you have any programs to assist customers?
Yes, we have a customer assistance program for our water and/or wastewater customers. For nearly two decades, New Jersey American Water has been assisting residential customers who qualify through its H2O Help to Others Program™ in three ways:
- Grants of up to $500 per household per year. Customers must meet 300% of the Federal Poverty Income Guidelines (FPIG).
- A 15% to 60% Universal Affordability Discount on water and/or wastewater charges. Customers must meet 200% of the Federal Poverty Income Guidelines (FPIG).
- Water-saving kits

Yes. We believe in investing in our infrastructure. We continually evaluate our systems and facilities, prioritize projects and then make necessary capital investments to improve service. Statewide, we invest over $500 million annually to improve the water and wastewater treatment and pipeline systems. Locally, New Jersey American Water plans to make several important investments in the first few years of ownership to improve the quality and reliability of water service, including:
- Identifying and replacing all lead and galvanized steel service lines at no additional direct cost to customers.
- Replacing all water mains throughout the system during the first two years of ownership.
- Replacing all meters and taking ownership and responsibility for all service laterals from the water main up to the meter, removing this responsibility and risk from homeowners.
